Green Deal

 To encourage energy efficiency improvements in properties, to be paid for by saving from energy bills.
 Will support insulation, heating system insulation, hot water systems, Solar PV etc.
 “Core principle” is the “Golden Rule”; that instalment payment for the energy saving measures (finance, labour and products) should not exceed projected costs savings on average bill for duration of green finance deal loan.
 Can be 25 yrs for houses. Obligation to make repayments will belong to property not person.
 Therefore not loan in traditional sense and government does not want it to count as personal debt i.e. reduce personal borrowing capacity.
 Accredited independent adviser to assess property for any installations.

Energy Companies Obligation (ECO)

 ECO will offer £1.3 billion target support from the Government replaces Carbon Emissions Reduction Target (CERT) and Community Energy Saving Programme (CESP).
 ECO will have 3 elements: “Affordable Warmth” (improvements for low income and vulnerable households), the “Carbon Saving Obligation” (hard to treat properties) and the “Carbon Saving Communities Obligation” (at least 20% of carbon saving must be in low income communities )

Has a budget of £100m in 2012/13 is open to new applications to provide insulation and heating measures for qualifying households.
